Sasuke didn't want an arm bcoz he saw that as a punishment for himself for his past mistakes, otherwise he could summon the King of Hell anytime with his Rinnegan and retrieve it back as good as new not even artificial

This was the ending of the Manga. That's why it felt like a satisfying ending. You don't actually see Naruto become hokage in the manga. The final issue of Naruto #72 does display Naruto with the hokage cloak on the cover as well as a bonus chapter at the end that shows some of the og cast grown up with their kids. That's about it. As for the Kakashi thing. Im pretty sure he saw himself as an interm Hokage until Naruto matured and was ready.
