Itachi arc is based on two books written by the original author, so they're technically canon, although there are some differences. Since they're meant to prolong the series, you could still consider them filler. In any case, they're some of my favorite episodes.

Losing his eye and having a regular one is an issue for him. But he is still a great fighter without it. He can also use all the jutsu he could before, he didn't lose them cause his eye is gone. However he can not use the mangekyo ability of course. Also though he can use Chidori it is once again an incomplete jutsu like before. Nothing changes power wise or what he can do with it, but the way it is used to be effective required the eye that is no longer his. He wont be able to copy jutsu anymore though, guess he will have to learn them the old fashion way for now on.
go with whatever the majority decides doesn't matter to me. I personally wont watch it for the same reason I don't watch the other fillers. Thats just cause I have not seen them before and choose not to watch for my first time as a reaction. Besides it's edited so I would miss a bunch. I have read the light novels that cover whats in there and they were only okay, not good nuff for me to sit through an adaptation. One thing I will say is the writer does have a good understanding of Itachi and did him justice.
Episode 426 is a canonical filler and episode 427 is a filler, but the beginning is relatively important to understand everything. Episode 428 - 449 are unnecessary filler, episode 451 a Kannoischer filler, you can also uplouden if you like, but then again from 452 - 457 unnecessary filler, episode 458 is then also a Kannoischer filler, folge 459 is again canon and then comes the "Ootsutsuki" filler arc, which I have explained below spoiler free.
You can also upload the Rikudou Sennin filler episodes (460 - 469), as they are filler episodes but still explain the story between Rikudou Sennin, Ashura and Indra.

it's basically an adaptation of 2 Light Novels that weren't written by kishimoto but were made under his supervision(same with episodes 484-500) so everyone has different take on what a "filler" is. I personally rather prefer to go straight to the manga stuff and that suzy will watch them off-screen(except episode 500 which is a huge emotional rollercoaster that will make suzy go so fast between laughing and crying that it will be epic).
Suzy keeps calling it the 'tsuki no me', but, for ages now, everyone has been saying 'tsukuyomi'.
