I think it's just the way its been presented up until now. We have Naruto "surpassing" the 4th when he applied chakra nature into the Rasengan. Also with a few flashes of Kakashi seeing the 4th Homage in Naruto, as well as him stating "Naruto you have surpassed the 4th Hokage". Then we have Naruto learning Sage Jutsu, with Geezer Sage stating "Naruto has surpassed his predecessors". I don't know why they decided to do this in Shippuden. I suppose to make us, the viewers, understand that Naruto is getting much stronger. Which obviously he is. But he only surpassed the 4th because he "completed" the rasengan. Do remember Minato died in his mid 20s. And then there is the fact that Naruto was better at Sage justu than Jiraiya. And even though Naruto has defeated the 6 paths of Pain. It is important to remember he had a lot of intel on Pain compared to Jiraiya who LITERALLY had to learn about Pain as he fought him. And was able to defeat 3 of the 6 Pain, (and defeated the original summoning Pain twice). So yes, you could say Naruto "surpassed" them by mastering jutsu that Jiraiya and Minato weren't able to do, or do as well. But if Naruto had to fight Jiraiya 1 on 1 it would be a VERY close battle in which you can argue who would win. But if it was Minato vs Naruto (at this point in time), Naruto would get BODIED.
Suzy, it's good to see that you get where pain is coming from but still saying that "take revenge for kakashi" and "dont take it away from pain, he killed jiraiya"...if you really get where is coming from then Minato put in the most apt way...that this disordered shinobi world created pain and killed jiraiya...u should not deny that
A few things I think you should know. These were stated but I think you missed them. So none of these points are spoilers. There are six Pains. Each is a corpse. Not a clone. But a real dead body. They are controlled by the red headed boy named Nagato. And there are only those six bodys. Whenever they are summoned by the female pain, the one that summons the big animals, they are transported from where they where to the new location. He can't just made more from nothing. They either converted a dead body by sticking control rods in them or repaired a destroyed one with that giant mouth on the battlefield.
Suzy, Naruto is still weaker than Minato. You have to remember that Minato fought and sealed the fullpower Nine Tails. Whereas Pain, at least with only Deva Path, was has difficulty fighting the Nine Tails when it's still at 6 tails. That should give you an idea.
But Pain was already weakened from destroying the village by the time he started fighting Naruto.
