Remember Suzy, Danzo is one of the leafs elders alongside the 3rd Hokage and the two other elders, he wants to protect the village but he wants to do it in his own way. For example, Tsunade as angry as she is would conversate with other villages, Danzo on the other hand probably would go to war to prove that the leaf village is the best. He's like Trump : Make Leaf Village Great Again. Also this was explained during the 2nd arc of shippuden so it's not a spoiler just some info
