Tobirama has no blame here. Honestly he was just right. Madara had the chance to overcome the bitterness in his heart. The 2nd was more no nonsense with less compassion but his ideals were necessary in a time where peace was out of reach. Consider how different things would be if the 1st had killed Madara in their encounter rather than spare him. He could have forged a peaceful world right then and there.

Also Tobirama, is the one who cause later chaos. If Tobirama wasn't a such douchelord, Madara wouldn't feel betrayed, and everything would be good.
He finally got to reunite with Hashirama and made their dreams reality, everything was good. His clan was safe, they became trusting/loyal (kinda) to the village and other clans, Madara couldn't feel like he's the only that matters to the Uchiha, but he also couldn't feel like he's the most important to Hashirama. He was kinda down, there was noone for him, he was alone, Tobirama wasn't even a bit friendlier to him even in an age of peace, he was acting like they were enemies still.

If Hashirama killed Madara, the Uchiha clan would still be hating and trying to fight most probably.
