Danzo definitely loved the leaf village and he put the leaf village first,
but he did a lot of bad things against good people to achieve this goal.
Danzo is more of a Anti-Hero than a actual villain, but his actions are disgusting.

The Foundation was a stepping stone for Orochimaru, Danzo never really guided anything there. And it was Madara who was the Uchiha-brothers' personal "Danzo", Danzo was merely a cog in the wheel as he reacted to something that was happening because of the legacy of Madara, again; Danzo was not the driving force.
I love these types of backstories. I didn’t feel bad for Kabuto like I did with characters like Gaara and Nagato. Instead, I had more of an understanding as to why they are the way they are.
Some characters are evil.
Some are victims.
Some are heroes.
But they all are done wrong by the ninja world that they live in.
This is why Jiraiya is one of the best characters. He was one who saw that the world sucks, and was trying his entire life to find the answer of how to fix it.

More like war, even if it was scummy getting rid of Kabuto and her mother does have merit, since they hold so much information on them, they didnt wanted for it to fall on enemy hands.
Thats just a product of war, most of the villains of the show were basically that, caused by times of war.
