I think you forget that Naomi first met Light at the Police Station and the police did give light a lot creditability.

Since you like Naomi so much, there's a Death Note book that tells the story of the case she worked with L on. It's called Death Note Another Note: The Los Angeles BB Murder Cases. It's really good.
