Also Marley literally joined the world leaders together to make a declaration of war against Paradi without any good reason rather than just gaining military strength. Maybe there was still a way through diplomacy and perhaps convince other nations to take a more peaceful approach, but they are also running out of time and it will be a huge gamble to go based off "Maybes" and "Perhaps".
You have to keep in mind that they’re on a time limit and have to make decisions before something happens to Zeke or Historia. Also Eren’s time is running out as well and the entire world see’s them as devils. Don’t think you can solve that peacefully in a few years.
