Naruto is still fresh off with the whole realization of the reality the shinobi world is going through his talks with Nagato. He still hasn't really found the answer in his new quest to peace added to his troubles with Sasuke. Especially didn't know how to handle the hatred the cloud ninja possess at the moment for Sasuke. What Naruto did was just a first step of how to find the solution to peace and end vengeance. As people have stated, it may not have been the most ideal solution and it was hella hard to watch the first time around, but he is actually trying to create the resolution.
i love this one to be honest. it fleshed out another side of naruto. maybe some of you does not agree but naruto has always been keeping his words. those words he promised nagato is fleshed out here. if you want naruto to fight back when they are at the wrong side of coin then there is a problem in his character. i would not have loved seeing naruto fight back when he knew he is at wrong here and what would be his reason to do so? he loved sasuke as a brother and i myself would not sell him out but to think that your brother is at wrong, i would hope you have to take that responsibility and if beating you is what they want just to sell your brother when you are at wrong, i do not think it would be a good idea to fight back because you have proven you are an accessory to that action. if not, then there goes western mentality then who think they are always right at the wrong context.
Yeah, I don't like this arc at all. It makes all of Team 7 except Kakashi SO damn unlikeable, it's crazy. I'm not joking when I say everyone's character simply plummets when Sasuke is involved. I love Sasuke as a character, but he simply isn't worth the drama that Naruto and Sakura find themselves in this arc. It's simply ridiculous how far Naruto and Sakura are willing to go in this arc for someone who doesn't wanna be saved.

it's naruto's ninja way. He made a promise He'd bring Sasuke back to the village and he intends to do it, especially since he views him as a brother. Even if he did think Sasuke wasn't worth it anymore, he feels he's not worthy of becoming Hokage unless he could resolve this.
I know that it's his ninja way, but that doesn't make it any less annoying. I liked and tolerated it when I was younger, but as I grew, it became so much more annoying to see. Naruto's ninja way, hell, Naruto himself is an ideal for others, in the story and in real life. Never give up, never sell out your friends, all that. But like any ideal, it's shrouded in complete naivety. You can say the theme of Naruto is about naive idealism. We saw it in the fight with Nagato and we will see it again. The urge to eradicate all hatred of the world and antagonists going to counterproductive extremes to reach that ideal world. In Naruto's case, it's extremely self-damaging and as someone who has had to cut people out of my life because they didn't benefit me, it becomes VERY annoying watching Naruto and Sakura refuse to let Sasuke go for the same reasons.
All of them to me is complete and utter trash in this arc. The answer Naruto came up with to me is shit. Going to blows with him to resolve it is fine. The rest of what he said I can do without. What Sakura tried to do is shit. To this day, I don't understand why Kishimoto shat on Sakura as hard as he did in this arc and Sasuke unraveled to complete and utter shit as well. And this is coming from someone who loves all 3 characters, yes, even Sakura, whom I often come to the defense of.
