Mangekyo sharingan cannot be passed on but only awakened by sharingan users . I would like to explain more but I am not going to do that.
umm....i don't know if you want to know this(i'll let mods decide) or not but amatrasu isn't itachi's power. all mangekyo have there unique abilities, sasuke happened to just also get amatrasu from the lottery.
