Season 1 was great.
Season 2 is even better. The guy at the end of episode is amazing.

While Denki is fully capable of redirecting electrical attacks, there are limits to what he is able to do and he can't defend himself while his brain is short circuited like that. He was already over his limit before the guy showed himself.

Just because they have certain powers doesn't mean they are immune to those powers. For example he used to much electricity and fried his own brain temporarily

12 or 13 episodes is the norm for an anime. Sometimes they have 24/25 episodes. It's rather uncommon for an anime to have more then that. It's just the ones that do often have a massive number of episodes and you're more likely to hear about them.
In Japan the studio has to pay for the airtime. If they end an anime they might not be able to get their time slot back. As such a studio would normally either make a short 12/13 episode anime or do like they did with Naruto and keep pumping out episodes for as long as they can. In the case of the later they will also invent filler episodes, material not found in the manga. While manga readers won't know what's going to happen it's pretty safe to say that they won't have any character development and characters from the manga won't die.
My Hero Academia is king of an odd ball in that will will run 25 episodes, then stop for several months before starting up again. This has prevented it from catching up with the manga and as a result it has very little anime original content. It also allows it to largely maintain it's quality, aside from recent episodes that lost their best animators to the Heroes Rising movie.

To answer your question, the guy with the gun is called Snipe. His quirk isn't explained in the anime itself, but he can alter the trajectory of his shots after he fires them. His accuracy isn't all that great, but since he can control where the bullets go you'd never know by looking at him.
Kurogiri, the black mist guy, can open portals anywhere as long as he has the coordinates. The reason why Shigaraki was able to reach that far is that he opened a pair of small portals. He is technically capable of recovering the Nomu, opening a portal to bring him back even from a heavily guarded prison, but without his current coordinates he would never be able to find him to do so. Still what he is able to do is quite valuable and can cause the heroes no end of trouble.

SEASON 2, SEASON 2, SEASON 2!!!!

The only problem with my Hero is they have episodes like the last few. Then the have around 10 training episodes then some action. So its wired watching it the first time cause you just want it to get to the action.

This is the anime you should keep alongside naruto when you have finished all the others...

A lot of animes have seasons with 12-13 episodes, if anything i would think its rarer to see animes with 20+ episodes

that's such a great show with a lot of action. epic moments. one of the best soundtracks. incredibly well written charismatic characters. and there's English Dub.
you probably gonna like it just as much as you like Naruto,Sword Art and Boku no Hero.
