The kids In U.A. are not heroes. They are training to become one and even then, there isn't 100% that all of them will get a liscense to be a hero. Its Illegal to use quirks for fighting in Japan. Midoriya and the others are in the wrong. You could say that since they were with mentors of the field, that they could but they were just there to spectate and get a direct feel for how act.
Remember that 80% of the population has a quirk. The law has no choice but to regulate their use so that society doesn't fall into complete anarchy. It's for this reason that hero schools exist and that the heroes of this universe are professionals. Without those rules, unqualified people would try to be heroes and it's not how things need to work.
It's very difficult because the world does not have an answer to super powers. The big deal is if it's okay to attack people without a license because you think they are wrong, and 80% of the world has super powers, every day is an explosion. So it has to be important that you don't play cop unless you are a cop, and you never hurt people with your powers unless the state has said, "It's ok to use that power to hurt people, we officially trust your judgement." It's not a great system but when 50% of your population can knock down buildings you have to have some way to say "No, you never decide it's ok for you to do that." It's not the right idea yet and they all know it, but it's also complicated and the best they've got.
Well you gotta keep in mind this is a world filled with super heroes, many of whom have quirks that can be deadly, so hero licences are very necessary in keeping the peace. Only reason they were left off the hook it because everything end fine with no casualies. but things could have easily gone very wrong.
And I know Suzy also gets a bit bummed by the lack of tension in many episodes in this series, but honestly that's understandable too. It's in the name of the anime. It's about teenagers in school. Doesn't make sense they'd be nonstop fighting for their lives. It's not like Naruto where you graduate school at 12 years old and you're basically given almost as many rights as a fully trained fully grown ninja. I will say this though to her and anyone else. There are MANY more moments with those feelings to look forward to, just don't expect the entire series to be like that.
