The original creator is not in charge of the manga. The anime is filled with with filler but when there is canon its good, the same guy doing the anime is also doing the manga. The reason for so much filler is the manga is monthly instead of weekly and the fact the studio demanded the Boruto anime to be made one week after Naruto ended leaving not a lot of bulk manga to be adapted. The anime will be watchable (if you skip the filler) canon wise once they start adapting properly Eg. the Chunin exam arc in Boruto is amazing and has one of the best fights in all of Naruto. I'm not defending the horrendous filler but I'm just saying when the manga is adapted its on par with naruto.

Just thought I'd chime in and say that no, Boruto is NOT filled with filler. Kishimoto himself has stated that the anime is all canon. The manga merely contains the craziest parts, but it's also a bit rushed as a result. Obviously it all has to do with the fact that the manga is monthly, but the anime only material is still canon. Kishimoto also oversees both while his understudy makes the story, so he still has a big role in both the manga and anime. It's exactly like with Dragon Ball Super. The anime has a lot that isn't in the manga but the anime is all basically canon (I'm not sure about the slight differences). Toriyama oversees Super as well but doesn't create it.

Yes, Kishimoto supervises it meaning they will probably ask him if certain things are ok and he reviews their work (maybe). Kishimoto is not writing the story though, so to say he's "in charge" is inaccurate.
